THE PAPER “CULTURE IN STRATEGIC POLICY DOCUMENTS” BY MA. ALEKSANDAR JORDANOSKI, HAS BEEN PUBLISHED

The Proceedings of the Ninth International Scientific Conference “Challenges in Tourism and Business Logistics in the 21st Century” (Stip, 2026) have been published by the Faculty of Tourism and Business Logistics at Goce Delčev University – Stip, under the editorship of Dr. Natasha Miteva, Dean of the Faculty. The proceedings feature scientific and professional papers addressing current issues in tourism, business, economics, culture, and related fields.

The proceedings include the paper “Culture in Strategic Policy Documents” by MA Aleksandar Jordanoski,., Director of the National Conservation Center – Skopje.

The paper provides an analysis of the National Strategy for the Development of Culture 2026–2030, a strategic document offering a comprehensive assessment of the state of culture in the Republic of North Macedonia. Through a critical and analytical review, it examines the institutional structure and functionality of the cultural system, funding models, the rationalization of cultural institutions, and the decentralization process.

Particular attention is devoted to the protection of cultural heritage, integrated conservation, digitization, the shortage of qualified professionals, and the need to address long-standing problems related to documentation. The paper also examines opportunities for the economic activation of cultural heritage through tourism, concessions, public-private partnerships, and the cultural and creative industries, as well as issues related to tax policy, investment, legislation, and the role of the Macedonian language as part of the country’s cultural and identity continuity.

A separate section examines the condition of cultural heritage sites that have remained without adequate protection for many years. Assessments conducted by experts from the National Conservation Center – Skopje in recent years indicate accelerated deterioration of some of these sites, particularly in rural areas, where their protection is further complicated by low population density. Emphasizing the need for a clear assessment of their condition and the establishment of priorities, the paper also highlights the importance of systematic planning and adequate budgeting for cultural heritage protection activities.

The publication of the paper in the proceedings of the Ninth International Scientific Conference contributes to initiating and deepening professional discussion on the current state, challenges, and development opportunities within the cultural sector, with particular emphasis on the protection and sustainable use of cultural heritage.
